Jill's diverse legal experience makes her uniquely qualified to represent clients in civil litigation. She gained invaluable litigation skills working as a federal and state prosecutor and as an attorney for the U.S. Department of Justice. While working for the U.S. Department of Justice, she also advocated for the Department’s policy priorities with the U.S. Congress, White House, and federal agencies, which gave her an in-depth understanding of politics and an appreciation for pragmatic policies. She has also worked as an attorney and legislative director in the Oregon Legislature. Jill has worked as an attorney at all levels of the government (city, county, state, and federal) and is well-equipped to represent clients in cases involving government agencies, including public institutions of higher education.

Jill represents clients in state and federal courts in matters involving constitutional rights, elections, campaign finance, government law, business law, educational law, and general civil litigation.  She frequently advises organizations and businesses regarding election and campaign matters.  Jill has written numerous complex initiatives regarding labor laws, taxes, and natural resources.  She also has extensive experience in litigating an initiative’s ballot title and constitutionality.
